Benjamin Gilman served in the United States House of Representatives for thirty years. He retired from Congress in 2003. Gilman represented New York’s 27th congressional district. Gilman served as the chair of the House Committee on Foreign Affairs, and he was the congressional representative to the United Nations. Gilman, a Republican, was an outspoken critic of President Bill Clinton’s foreign policy. He especially disapproved of the favoritism that Clinton showed Russia over the former Soviet Republics that were able to gain their independence.
