The Lord’s mercy is demonstrated in his patience with the corrupt northern kingdom. However, they are not responsive. The shadow of God’s outstretched hand hangs over Samaria (9:12, 17, 21; 10:4; cf. 5:25; Amos 4:6–12). His judgment is relentless in view of the stubborn persistence of evil in Israel.
