They are similar to chapters 10–15 stylistically in their dominant use of contrasting parallel clauses and thematically in their repeated contrast between the righteous and the wicked (Hebrew rasha occurs five times each in chaps. 28 and 29 but is absent from chap. 27; cf. commentary on 16:1–22:16). Some interpreters consider these chapters to be “rules for rulers,” although fewer than one-fourth of the verses refer to either rulers or their subjects.
