Intent can be surmised from context. We have nothing else. And if we are going to throw away the process of interpretation then we should stop reading all together because that's all reading is...the discovery of contextual meaning, the discovery of intent.
Concerning the judgment of God on the nations: Not sure God is in this business. I have heard this kind of rhetoric for decades and here we still are. I tend to favor the more cause and effect of wisdom and moral behavior; i.e., whatever a nation sows, that shall it also reap.
